We seek to outlaw the boom-boom-boom bass laden music which reverberates
through businesses, restaurants, schools and residences all throughout
Florida. There
is Florida Statute 316.3045 which regulates car stereo noise and there are
other noise ordinances and laws regarding disturbing the peace in general,
yet none of them are being enforced. Stand at any major traffic intersection
in Florida
and you will hear these boom car stereos from well beyond the 25 foot
stipulation of Florida Statute 316.3045.
A few powerful state legislatures, the governor or the police and
sheriffs departments could easily build a consensus to say enough is
enough and force these outrageous noise makers off the streets. Car
windows vibrate, you can't concentrate or listen to your own music, their
license plate is vibrating and you just have to sit there. How about
passing legislation that
outlaws the installation of car speakers in the trunks of cars?
or the installation of car speakers that face upward or
outward toward the public? In some states the use of cell phones in cars is
illegal as is the possession of radar detectors. Why not outlaw these boom
car stereos. Today these 16-25 year olds cannot enjoy their music
unless they know that it is bothering someone else.
Just yesterday I was getting gas and some kid had locked his car to go pay
for his gas and left his bass stereo thumping about as loud as you could hear it
then when he got to his car, he proceeded to meticulously wash his windshield in
a non-chalant manner. But what can we citizens do about it? Apparently nothing
because in Seminole County during a Christmas holiday traffic jam near the Altamonte
Mall on 436 in 2003, I got out of my car and asked this kid to turn his thumping bass brain-wash
music down and he just ignored me. I had to yell at the guy to be heard over his
music and stuck my head through his opened passenger window. When the traffic started
moving again without my noticing it, he went to put his car in gear to run me over, so
I jumped up and balanced myself on the window sill and pulled the keys out of his ignition,
then popped out of his car and threw his keys down on the street.
When the cops came, I was given a court appearance for petty theft for having pulled
the kids keys out of his car, thus depriving him (for a whole 1-2 minutes for him to get
out of his car and pick them up) of his property. The lesson to be learned here is that
when your neighbor is thumping his music, do not go knock on his door and ask him to
turn it down because then he can pull a gun on you, punch you, try to run you over, etc
and you will be in the wrong as the instigator who came on his property.
Yet what should we tell our children when one of these boom-boom
cars pulls up to us at a red light
and our kid says that the noise is bothering him
or her? What about kids who live in governmental or low-income housing
who has someone in their building who plays that boom-boom-boom music all
night long so they cannot sleep or concentrate at school the
next day? When I was in school during the 60's and 70's, the parents,
teachers and policemen from that time would simply not tolerate
these noise makers either in their neighborhoods or on the street. Too
many parents and teachers today speak of tolerance and diversity, yet look
where it leads. There were plenty of times when I was in college when I
ran out the door without breakfast to take a test but only a few times when
I took a test without any sleep. Plenty of childern today in low-income
apartment housing go to school not
only hungry but without knowing what a good nights sleep is
because no one is protecting them from today's "do your thang" hip-hop
generation.
